Adjusting a toilet's water level is the simplest tank task there is — about 5 minutes, no parts, usually no tools, no permit. If water is too high and running into the overflow tube, or too low for a full flush, you just reposition the float. Set the tank level about one inch below the top of the overflow tube. The whole job is nudging a clip or a screw and flushing to check. If adjusting the float does not fix it, the problem is a worn fill valve or a leaking flapper, not the level.

Step 1: Know the target level
Take the tank lid off and find the overflow tube — the open vertical pipe in the middle. The water should sit about one inch below the top of that tube. Look for a molded fill line on the tank wall or the overflow tube. If water is spilling into the tube, the level is too high; if it is well below the line, it is too low.

Step 2: Identify your float type
Two designs cover almost every toilet. A cup-style (cylinder) fill valve has a float cup that rides up and down the valve body on a thin metal rod, with a pinch clip or a thumbscrew to set it. An older ball-and-arm float has a large float ball on the end of a horizontal arm, adjusted by a screw at the base of the arm or by bending the arm.
Step 3: Adjust the float
To lower the level: on a cup valve, pinch the clip and slide the cup down, or turn the top screw counterclockwise; on a ball float, turn the arm screw or gently bend the brass arm down. To raise the level, do the opposite. Make small changes — a little goes a long way. The float tells the fill valve when to shut off, so moving it down shuts the valve off sooner (lower level) and up shuts it off later (higher level).

Step 4: Flush and re-check
Flush the toilet and watch where the water settles when the tank refills. Compare it to the one-inch-below-overflow mark and fine-tune. Repeat the small adjustment and flush until the level is right and the fill valve shuts off cleanly with no water entering the overflow tube.
Step 5: If the bowl level is the problem
A low bowl (not tank) level is a different issue. First check that the small refill tube is clipped into the top of the overflow tube — if it has fallen out, the bowl is not being refilled after each flush, and re-clipping it fixes the low bowl. If the refill tube is fine but the bowl still runs low, the causes are a partial clog, a blocked rim jet, a venting problem siphoning the trap, or a cracked bowl slowly leaking — those go beyond a float adjustment.

Common mistakes
- Setting the level at or above the overflow tube, so the toilet runs continuously.
- Confusing a low bowl with a low tank — they have different causes.
- Over-bending an old brass float arm and kinking it.
- Assuming the float when the real problem is a worn valve or leaking flapper.
When to call a plumber
Adjusting the level never needs a plumber, and there is no permit. But if the float is set correctly and the toilet still runs, replace the fill valve or the flapper — both DIY. Call a pro only if a persistently low bowl points to a venting problem in the drain system or a cracked bowl, since a cracked toilet is not repairable and a venting fault is beyond a tank fix. A continuously running toilet is worth resolving quickly: the EPA puts a leaking toilet at up to 200 gallons a day.
