Deal with the envelope before the appliance. Uninsulated concrete walls and an unsealed rim joist are the two largest heat losses in most basements, and both are fixable with rigid foam and spray foam for a fraction of what a decade of electric heat costs. A well-insulated basement can be held comfortable by a heater half the size an uninsulated one needs.
